I can see why blasting people with water cannons would appeal to conservatives, but why not simply install more public restrooms?

I've been to India several times. Public urination is a problem in some cities. So yeah, why don't they install more public rest rooms? Too easy of a way to solve the problem? Not gruesome and nasty enough?
