Today I swung my front door wide open and placed my Remington 30.06 right in the doorway.  I left 6 shells beside it, then left it alone and went about my business.

While I was gone, the mailman delivered my mail, the neighbor boy across the street mowed the yard, a girl walked her dog down the  street, and quite a few cars stopped at the stop sign near the front of our house.

After about an hour, I checked on the gun. It was still sitting there, right where I had left it.  It hadn't moved itself outside.  It certainly hadn't killed anyone, even with the numerous opportunities it had been presented to do so.

In fact, it hadn't even loaded itself.

Well you can imagine my surprise, with all the media hype about how dangerous guns  are and how they kill people.

Either the media is wrong or I'm in possession of the laziest gun in the world.


Well, I'm off to check on my spoons.  I hear they're making people fat.


The United States is 3rd in Murders throughout the World.

But if you take out Chicago , Detroit , Washington DC and New Orleans , the United States is 4th from the bottom for Murders.

These 4 Cities also have the toughest Gun Control Laws in the United States .  ALL 4 are controlled by Democrats.

It would be absurd to draw any conclusions from this data - right?

Illegal aliens are being allowed to fly on commercial airliners without valid identification, according to the National Border Patrol Council (NBPC). “The aliens who are getting released on their own recognizance are being allowed to board and travel commercial airliners by simply showing their Notice to Appear forms,” NBPC’s Local 2455 Spokesman, Hector Garza, told Breitbart Texas.

“This is not the CBP [Customs and Border Protection] or another federal agency renting or leasing an aircraft, these are the same planes that the American public uses for domestic travel,” said Garza. “This just adds insult to injury. Not only are we releasing unknown illegal aliens onto American streets, but we are allowing them to travel commercially using paperwork that could easily be reproduced or manipulated on any home computer. The Notice to Appear form has no photo, anyone can make one and manipulate one. They do not have any security features, no watermark, nothing. They are simply printed on standard copy paper based on the information the illegal alien says is the truth.”
Spokesman Garza continued, “We do not know who these people are, we often have to solely rely on who they say they are, where they say they came from, and the history they say they have. We know nothing about most of them, ICE releases them into the American public, and now they are boarding aircraft at will with a simple paper document that anyone can easily alter or reproduce themselves.”
The shocking assertions by Garza were further validated by the national body of the NBPC. Breitbart Texas obtained an exclusive statement from the NBPC.
“The National Border Patrol Council adamantly opposes the decision of DHS to release the illegal aliens who have been transported from the Rio Grande Valley Border Patrol Sector to other locations for processing. The lack of consequences has furthered this crisis and will only continue to do so. The fact that TSA is accepting the I-862 (Notice to Appear) as a form of identification and allowing illegal aliens to travel commercially shows just how little regard the federal government has for its own immigration laws.”
Breitbart Texas also spoke with Shawn Moran, the vice president of the NBPC and he stated, “Why waste money and effort transporting people from the RGV if we are only going to release them with no real way to track them? Why are we allowing them to travel commercially using paperwork that could easily be reproduced or manipulated on any home computer.”

an article he published concerning a name change for the Washington
Redskins.


Dear Mr. Page...
I always love your articles. and I generally agree with them.  I would
suggest, as in an email I received, they change the name to the
"Foreskins" to better represent their community, paying tribute to the
dick heads in Congress.

Here are some other politically correctness to consider: I agree with
our Native American population. I am highly insulted by the racially
charged name of the Washington Redskins. One might argue that to name
a professional football team after Native Americans would exalt them
as fine warriors, but nay, nay. We must be careful not to offend, and
in the spirit of political correctness and courtesy, we must move
forward. Let's ditch the Kansas City Chiefs, the Atlanta Braves and
the Cleveland Indians.   If your shorts are in a wad because of the
reference the name Redskins makes to skin color, then we need to get
rid of the Cleveland Browns.

The Carolina Panthers obviously were named to keep the memory of
militant Blacks from the 60's alive. Gone.   It's offensive to us
white folk.

The New York Yankees offend the Southern population. Do you see a team
named for the Confederacy?  No!  There is no room for any reference to
that tragic war that cost this country so many young men's lives.

I am also offended by the blatant references to the Catholic religion
among our sports team names.  Totally inappropriate to have the New
Orleans Saints, the Los Angeles Angels or the San Diego Padres.

Then there are the team names that glorify criminals who raped and
pillaged. We are talking about the horrible Oakland Raiders, the
Minnesota Vikings, the Tampa Bay Buccaneers and the Pittsburgh
Pirates!

Now, let us address those teams that clearly send the wrong message to
our children. The San Diego Chargers promote irresponsible fighting or
even spending habits. Wrong message to our children.

The New York Giants and the San Francisco Giants promote obesity, a
growing childhood epidemic. Wrong message to our children.

The Cincinnati Reds promote downers/barbiturates . Wrong message to
our children.

The Milwaukee Brewers---well that goes without saying . . . Wrong
message to our children.

So, there you go.   We need to support any legislation that comes out
to rectify this travesty, because the government will likely become
involved with this issue, as they should.   Just the kind of thing the
do- nothing congress loves . . .

As a die hard Oregon State fan, my wife and I, with all of this in
mind, it might also make some sense to change the name of the Oregon
State women's athletic teams to something other than "the Beavers."

The Democrats are right, there are two Americas. The America that works, and the America that doesn’t. The America that contributes, and the America that doesn’t. It’s not the haves and the have not's, it’s the dos and the don'ts.  Some people do their duty as Americans, obey the law, support themselves, contribute to society, and others don't.  That’s the divide in America.

It’s not about income inequality, it’s about civic irresponsibility.  It’s about a political party that preaches hatred, greed and victimization in order to win elective office.  It’s about a political party that loves power more than it loves its country.

That’s not invective, that’s truth, and it’s about time someone said it.

The politics of envy was on proud display a couple weeks ago when President Obama pledged the rest of his term to fighting “income inequality.”  He noted that some people make more than other people, that some people have higher incomes than others, and he said that’s not just.  That is the rationale of thievery.

The other guy has it, you want it,  Obama will take it for you.  Vote Democrat.  That is the philosophy that produced Detroit.

It is the electoral philosophy that is destroying America.  It conceals a fundamental deviation from American values and common sense because it ends up not benefiting the people who support it, but a betrayal.

The Democrats have not empowered their followers, they have enslaved them in a culture of dependence and entitlement, of victim-hood and anger instead of ability and hope.  The president’ premise –that you reduce income inequality by debasing the successful –seeks to deny the successful the consequences of their choices and spare the unsuccessful the consequences of their choices.  Because, by and large, income variations in society is a result of different choices leading to different consequences.  Those who choose wisely and responsibility have a far greater likelihood of success, while those who choose foolishly and irresponsibly have a far greater likelihood of failure.  Success and failure usually manifest themselves in personal and family income.  You choose to drop out of high school or to skip college – and you are apt to have a different outcome than someone who gets a diploma and pushes on with purposeful education.  You have your children out of wedlock and life is apt to take one course; you have them within a marriage and life is apt to take another course.  Most often in life our destination is determined by the course we take.

My doctor, for example, makes far more than I do.  There is significant income inequality between us.  Our lives have had an inequality of outcome, but, our lives also have had an inequality of effort.  While my doctor went to college and then devoted his young adulthood to medical school and residency, I got a job in a restaurant.  He made a choice, I made a choice, and our choices led us to different outcomes.  His outcome pays a lot better than mine.  Does that mean he cheated and Barack Obama needs to take away his wealth?  No, it means we are both free men in a free society where free choices lead to different outcomes. 

It is not inequality Barack Obama intends to take away, it is freedom.  The freedom to succeed, and the freedom to fail.  There is no true option for success if there is no true option for failure.  The pursuit of happiness means a whole lot less when you face the punitive hand of government if your pursuit brings you more happiness than the other guy.  Even if the other guy sat on his arse and did nothing.  Even if the other guy made a lifetime’s worth of asinine and short sighted decisions.  

Barack Obama and the Democrats preach equality of outcome as a right, while completely ignoring inequality of effort.

The simple Law of the Harvest – as ye sow, so shall ye reap – is sometimes applied as, “The harder you work, the more you get."

Obama would turn that upside down.  Those who achieve are to be punished as enemies of society and those who fail are to be rewarded as wards of society.  Entitlement will replace effort as the key to upward mobility in American society if Barack Obama gets his way.  He seeks a lowest common denominator society in which the government besieges the successful and productive to foster equality through mediocrity.  He and his party speak of two Americas, and their grip on power is based on using the votes of one to sap the productivity of the other.  America is not divided by the differences in our outcomes, it is divided by the differences in our efforts.

It is a false philosophy to say one man’s success comes about unavoidably as the result of another man’s victimization.

What Obama offered was not a solution, but a separatism.  He fomented division and strife, pitted one set of Americans against another for his own political benefit.  That’s what socialists offer.  Marxist class warfare wrapped up with a bow.  Two Americas, coming closer each day to proving the truth to Lincoln’s maxim that a house divided against itself cannot stand.

The odds of winning the Florida lottery are 1 in 22,957,480.

The odds of winning the Powerball is 1 in 175,223,510.

The odds of winning Mega Millions is 1 in 258,890,850.

The odds of a hard drive failing in any given month are roughly one in 36.

The odds of two different drives failing in the same month are roughly one
in 36 squared, or 1 in about 1,300.

The odds of three drives failing in the same month is 36 cubed or 1 in 46,656.

The odds of seven different drives failing in the same month
(like what happened at the IRS when they received a letter asking about
emails targeting conservative and pro Israeli groups) is 37 to the 7th power

I don't know if we sufficiently understand how weird and strange, how historically unparalleled, this presidency has become. We've got a sitting president who was just judged in a major poll to be the worst since World War II. The worst president in 70 years! Quinnipiac University's respondents also said, by 54% to 44%, that the Obama administration is not competent to run the government. A Zogby Analytics survey asked if respondents are proud or ashamed of the president. Those under 50 were proud, while those over 50, who have of course the longest experienced sense of American history, were ashamed.
We all know the reasons behind the numbers. The scandals that suggest poor stewardship and, in the case of the IRS, destructive political mischief. The president's signature legislation, which popularly bears his name and contains within it the heart of his political meaning, continues to wreak havoc in marketplaces and to be unpopular with the public. He is incapable of working with Congress, the worst at this crucial aspect of the job since Jimmy Carter, though Mr. Carter at least could work with the Mideast and produced the Camp David Accords. Mr. Obama has no regard for Republicans and doesn't like to be with Democrats. Internationally, small states that have traditionally been the locus of trouble (the Mideast) are producing more of it, while large states that have been more stable in their actions (Russia, China) are newly, starkly aggressive.
That's a long way of saying nothing's working.
Which I'm sure you've noticed.
But I'm not sure people are noticing the sheer strangeness of how the president is responding to the lack of success around him. He once seemed a serious man. He wrote books, lectured on the Constitution. Now he seems unserious, frivolous, shallow. He hangs with celebrities, plays golf. His references to Congress are merely sarcastic: "So sue me." "They don't do anything except block me. And call me names. It can't be that much fun."
In a truly stunning piece in early June, Politico's Carrie Budoff Brown and Jennifer Epstein interviewed many around the president and reported a general feeling that events have left him—well, changed. He is "taking fuller advantage of the perquisites of office," such as hosting "star-studded dinners that sometimes go on well past midnight." He travels, leaving the White House more in the first half of 2014 than any other time of his presidency except his re-election year. He enjoys talking to athletes and celebrities, not grubby politicians, even members of his own party. He is above it all.
On his state trip to Italy in the spring, he asked to spend time with "interesting Italians." They were wealthy, famous. The dinner went for four hours. The next morning his staff were briefing him for a "60 Minutes" interview about Ukraine and health care. "One aide paraphrased Obama's response: 'Just last night I was talking about life and art, big interesting things, and now we're back to the minuscule things on politics.' ''
Minuscule? Politics is his job.
When the crisis in Ukraine escalated in March, White House aides wondered if Mr. Obama should cancel a planned weekend golf getaway in Florida. He went. At the "lush Ocean Reef Club," he reportedly told his dinner companions: "I needed this. I needed the golf. I needed to laugh. I needed to spend time with friends."
You get the impression his needs are pretty important in his hierarchy of concerns.
This is a president with 2½ years to go who shows every sign of running out the clock. Normally in a game you run out the clock when you're winning. He's running it out when he's losing.
All this is weird, unprecedented. The president shows no sign—none—of being overwhelmingly concerned and anxious at his predicaments or challenges. Every president before him would have been. They'd be questioning what they're doing wrong, changing tack. They'd be ordering frantic aides to meet and come up with what to change, how to change it, how to find common ground not only with Congress but with the electorate.
Instead he seems disinterested, disengaged almost to the point of disembodied. He is fatalistic, passive, minimalist. He talks about hitting "singles" and "doubles" in foreign policy.
"The world seems to disappoint him," says the New Yorker's liberal and sympathetic editor, David Remnick.
What kind of illusions do you have to have about the world to be disappointed when it, and its players, act aggressively or foolishly? Presidents aren't supposed to have those illusions, and they're not supposed to check out psychologically when their illusions are shattered.
Barack Obama doesn't seem to care about his unpopularity, or the decisions he's made that have not turned out well. He doesn't seem concerned. A guess at the reason: He thinks he is right about his essential policies. He is steering the world toward not relying on America. He is steering America toward greater dependence on and allegiance to government. He is creating a more federally controlled, Washington-centric nation that is run and organized by progressives. He thinks he's done his work, set America on a leftward course, and though his poll numbers are down now, history will look back on him and see him as heroic, realistic, using his phone and pen each day in spite of unprecedented resistance. He is Lincoln, scorned in his time but loved by history.
He thinks he is in line with the arc of history, that America, for all its stops and starts, for all the recent Supreme Court rulings, has embarked in the long term on governmental and cultural progressivism. Thus in time history will have the wisdom to look back and see him for what he really was: the great one who took every sling and arrow, who endured rising unpopularity, the first black president and the only one made to suffer like this.
That's what he's doing by running out the clock: He's waiting for history to get its act together and see his true size.
He's like someone who's constantly running the movie "Lincoln" in his head. It made a great impression on him, that movie. He told Time magazine, and Mr. Remnick, how much it struck him. President Lincoln of course had been badly abused in his time. Now his greatness is universally acknowledged. But if Mr. Obama read more of Lincoln, he might notice Lincoln's modesty, his plain ways, his willingness every day to work and negotiate with all who opposed him, from radical abolitionists who thought him too slow to supporters of a negotiated peace who thought him too martial. Lincoln showed respect for others. Those who loved him and worked for him thought he showed too much. He was witty and comical but not frivolous and never shallow. He didn't say, "So sue me." He never gave up trying to reach agreement and resolution.
It is weird to have a president who has given up. So many young journalists diligently covering this White House, especially those for whom it is their first, think what they're seeing is normal.
It is not. It is unprecedented and deeply strange. And, because the world is watching and calculating, unbelievably dangerous.

And don't forget this quote on July 3, 2008, at a campaign event in Fargo, N.D. in which he set the standard for his presidency.  “The problem is, is that the way Bush has done it over the last eight years is to take out a credit card from the Bank of China in the name of our children, driving up our national debt from $5 trillion dollars for the first 42 presidents -- number 43 added $4 trillion dollars by his lonesome, so that we now have over $9 trillion dollars of debt that we are going to have to pay back -- $30,000 for every man, woman and child.”  “That's irresponsible. It's unpatriotic,” said candidate Obama.  Through only his first six years of presidency, debt is up $6.666 trillion under Obama.  And let's not forget the fact that he has two years to go.  Unless the last two years are surpluses, under his standards he is both more "irresponsible" and "upatriotic" than any other president in our country's history.
 
Now the headlines read "Why is Obama’s foreign policy now polling like Obamacare?".
 
In the end, only the uninformed or liberals who want the government controlling more of our lives are left supporting Obama.  Obama's lack of management has left our country saddled with debt, bogged down with implementation of a health care plan that is a mess, and a weakened position in the world.  We have a long way to go to get our country back on track.  History will ultimately judge this President, and based upon the results, it does not look good for him.  But more importantly, it does not look good for us as a country.

Hillary Clinton has already signed two United Nations treaties that would restrict the sale of weapons and the ownership of any firearm – handgun, rifle and shotgun.  Fortunately, these treaties need a two-thirds Senate vote to ratify them and that has not yet happened.
 
Then you also have people like New York Mayor Michael Bloomberg who is so anti-gun that it’s a wonder he even allows the New York police to carry guns.  A number of other mayors share the same anti-gun feelings.
 
So I wonder what they would say if confronted by people who have successfully defended themselves in their own homes by using a firearm?
 
Last Christmas, 18 year old Sarah McKinley of Oklahoma City used a shotgun to defend herself and her baby from two knife wielding intruders.  One of the intruders knew that Sarah had recently buried her husband and that she was home alone with her three month old son.  There is no telling what would have happened to her and her baby if she did not have the shotgun which she used to shot one of the intruders who kicked in her door.
 
Now we have the case of 12 year old Kendra St. Clair, also from Oklahoma.  She was home alone when someone broke into her house.  Frightened, she called her mom who told her to grab mom’s handgun, a .40 caliber Glock, hide in mom’s closet and call 911.  The intruder made his way to mom’s bedroom and was trying to open the closet when Kendra fired one shot through the closet door.  She hit the intruder in the shoulder causing him to flee the house.  A short time later, police apprehended him and he is facing charges.
 
Again, we don’t know what would have happened to Kendra if there was no gun in the house.  She quite possibly could have been raped and or murdered.  Instead, she had a weapon with which she was able to defend herself from the intruder and escape any harm.
 
Mr. President, Secretary of State Clinton, Mayor Bloomberg and all of you other anti-gun liberals, what do you say to Kendra St. Clair or Sarah McKinley?
 
Do you tell them that you would rather there was no gun in the house and that they just had to take their chances with the intruders?
 
Do you realize that your anti-Second Amendment policies would have made a victim of this 12 year old girl instead of making her a hero?
 
How many other victims do you want on your hands and consciences?
 
Ask yourself what you would do if someone broke into your house and threatened your children?
 
Would you rather stand by and watch what might happen or have a gun to prevent it from happening?
 
Mr. President, could you honestly look one of your daughters in the eye and tell her that she was raped because you don’t believe in owning a gun for protection?
 
I wish all of the bleeding heart liberals could put themselves in Sarah’s or Kendra’s position and feel what it would be like without having a gun to protect themselves.  Or better yet, I wish they could look into the face of a 12 year old girl who had just been raped and/or beaten and explain to her that she is better off being a victim instead of being armed and preventing it from happening to her.  Maybe then, they will have a change of heart.
 
In the meantime, all of us who value our families and want to do whatever we can to protect them from harm, need to make a concerted effort to vote out every anti-gun politician there is and make sure we only vote for those that will uphold our Second Amendment right to bear arms and protect ourselves.

On Oct. 26, President Obama signed a new Executive Order which expands the role and scope of Homeland Security in states and areas across the country. This order, which establishes a new Security Partnership Council, will have far reaching effects in the overall mission of Homeland Security, and for state and local areas that interact with the Federal agency.
Economically, the Establishing the White House Homeland Security Partnership Council Executive Order will increase funding and resources to state and local governments to fulfill Homeland Security programs and doctrines, as well as increase Federal oversight in the implementation of directives tied to the agencies mission.
The purpose of this order is to maximize the Federal Government's ability to develop local partnerships in the United States to support homeland security priorities. Partnerships are collaborative working relationships in which the goals, structure, and roles and responsibilities of the relationships are mutually determined.
There is established a White House Homeland Security Partnership Council (Council) to foster local partnerships -- between the Federal Government and the private sector, nongovernmental organizations, foundations, community-based organizations, and State, local, tribal, and territorial government and law enforcement -- to address homeland security challenges.
Sec. 3. Mission and Function of the Council and Steering Committee
(ii) promote homeland security priorities and opportunities for collaboration between Federal Government field offices and State, local, tribal, and territorial stakeholders;

Since it's creation in 2001 from the aftermath of 9/11, the Department of Homeland Security has expanded its authority over states, communities, and law enforcement each year. From expanding TSA responsibilities over airport transportation to now include trains, subways, and even highway checkpoints, to new regulations in how border control agents function in immigration conflicts, Homeland Security is one of the fastest growing government agencies in the past decade.
Through creating a new Steering Committee in partnership with how Homeland Security missions, directives, and programs are implemented in state and local levels, the fine line between state sovereignty and the need protect the country from disaster and terror attacks is becoming smaller every day. Over the past few years Homeland Security grants to local law enforcement have led to a militarization of police and public safety, and new drone technology is being used in criminal investigations outside the scope of national security.
In a little more than a decade, the Department of Homeland Security, in conjunction with its underlying and partnering Federal agencies, have infiltrated nearly every community in America. This new Executive Order, which expands the scope of the agency and gives it greater power in state and local partnerships, will mean greater loss of freedoms and liberties to both the states and citizens as the Federal government imposes greater authority over what should remain state sovereignty scope and missions.

Executive Order — Establishing the White House Homeland Security Partnership Council

HOMELAND SECURITY PARTNERSHIP COUNCIL
By the authority vested in me as President by the Constitution and the laws of the United States of America, and in order to advance the Federal Government’s use of local partnerships to address homeland security challenges, it is hereby ordered as follows:
Section 1. Policy. The purpose of this order is to maximize the Federal Government’s ability to develop local partnerships in the United States to support homeland security priorities. Partnerships are collaborative working relationships in which the goals, structure, and roles and responsibilities of the relationships are mutually determined. Collaboration enables the Federal Government and its partners to use resources more efficiently, build on one another’s expertise, drive innovation, engage in collective action, broaden investments to achieve shared goals, and improve performance. Partnerships enhance our ability to address homeland security priorities, from responding to natural disasters to preventing terrorism, by utilizing diverse perspectives, skills, tools, and resources.
The National Security Strategy emphasizes the importance of partnerships, underscoring that to keep our Nation safe “we must tap the ingenuity outside government through strategic partnerships with the private sector, nongovernmental organizations, foundations, and community-based organizations. Such partnerships are critical to U.S. success at home and abroad, and we will support them through enhanced opportunities for engagement, coordination, transparency, and information sharing.” This approach recognizes that, given the complexities and range of challenges, we must institutionalize an all-of-Nation effort to address the evolving threats to the United States.
Sec. 2. White House Homeland Security Partnership Council and Steering Committee.
(a) White House Homeland Security Partnership Council. There is established a White House Homeland Security Partnership Council (Council) to foster local partnerships — between the Federal Government and the private sector, nongovernmental organizations, foundations, community-based organizations, and State, local, tribal, and territorial government and law enforcement — to address homeland security challenges. The Council shall be chaired by the Assistant to the President for Homeland Security and Counterterrorism (Chair), or a designee from the National Security Staff.
(b) Council Membership.
(i) Pursuant to the nomination process established in subsection (b)(ii) of this section, the Council shall be composed of Federal officials who are from field offices of the executive departments, agencies, and bureaus (agencies) that are members of the Steering Committee established in subsection (c) of this section, and who have demonstrated an ability to develop, sustain, and institutionalize local partnerships to address policy priorities.
(ii) The nomination process and selection criteria for members of the Council shall be established by the Steering Committee. Based on those criteria, agency heads may select and present to the Steering Committee their nominee or nominees to represent them on the Council. The Steering Committee shall consider all of the nominees and decide by consensus which of the nominees shall participate on the Council. Each member agency on the Steering Committee, with the exception of the Office of the Director of National Intelligence, may have at least one representative on the Council.
(c) Steering Committee. There is also established a Steering Committee, chaired by the Chair of the Council, to provide guidance to the Council and perform other functions as set forth in this order. The Steering Committee shall include a representative at the Deputy agency head level, or that representative’s designee, from the following agencies:
(i) Department of State;
(ii) Department of the Treasury;
(iv) Department of Justice;
(v) Department of the Interior;
(vii) Department of Commerce;
(viii) Department of Labor;
(ix) Department of Health and Human Services;
(x) Department of Housing and Urban Development;
(xi) Department of Transportation;
(xii) Department of Energy;
(xiii) Department of Education;
(xiv) Department of Veterans Affairs;
(xvi) Office of the Director of National Intelligence;
(xvii) Environmental Protection Agency;
(xviii) Small Business Administration; and
At the invitation of the Chair, representatives of agencies not listed in subsection (c) of this section or other executive branch entities may attend and participate in Steering Committee meetings as appropriate.
(d) Administration. The Chair or a designee shall convene meetings of the Council and Steering Committee, determine their agendas, and coordinate their work. The Council may establish subgroups consisting exclusively of Council members or their designees, as appropriate.
Sec. 3. Mission and Function of the Council and Steering Committee. (a) The Council shall, consistent with guidance from the Steering Committee:
(i) advise the Chair and Steering Committee members on priorities, challenges, and opportunities for local partnerships to support homeland security priorities, as well as regularly report to the Steering Committee on the Council’s efforts;
(ii) promote homeland security priorities and opportunities for collaboration between Federal Government field offices and State, local, tribal, and territorial stakeholders;
(iii) advise and confer with State, local, tribal, and territorial stakeholders and agencies interested in expanding or building local homeland security partnerships;
(iv) raise awareness of local partnership best practices that can support homeland security priorities;
(v) as appropriate, conduct outreach to representatives of the private sector, nongovernmental organizations, foundations, community-based organizations, and State, local, tribal, and territorial government and law enforcement entities with relevant expertise for local homeland security partnerships, and collaborate with other Federal Government bodies; and
(vi) convene an annual meeting to exchange key findings, progress, and best practices.
(b) The Steering Committee shall:
(i) determine the scope of issue areas the Council will address and its operating protocols, in consultation with the Office of Management and Budget;
(ii) establish the nomination process and selection criteria for members of the Council as set forth in section 2(b)(ii) of this order;
(iii) provide guidance to the Council on the activities set forth in subsection (a) of this section; and
(iv) within 1 year of the selection of the Council members, and annually thereafter, provide a report on the work of the Council to the President through the Chair.
Sec. 4. General Provisions. (a) The heads of agencies participating in the Steering Committee shall assist and provide information to the Council, consistent with applicable law, as may be necessary to implement this order. Each agency shall bear its own expense for participating in the Council.
(b) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department, agency, or the head thereof;
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals; or
(iii) the functions of the Overseas Security Advisory Council.
(c) This order shall be implemented consistent with applicable law and appropriate protections for privacy and civil liberties, and subject to the availability of appropriations.
(d) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
